Pashayev spends a lot of time abroad. There are rumors that he is building a hotel in the prestigious German spa town of Baden Baden. It was even said that Zhilkin went to visit his adviser in his own hotel.

People close to the governor say that Pashayev's campaign headquarters worked even in the harsh times of political defeat. Alikber Aleskerovich intends to try his luck again at the by-elections to the regional duma in his constituency. The campaign was successful until a new scandal erupted. In the center of Astrakhan, on a site of several hundred thousand square meters, the construction of a huge, not only by Astrakhan, but also by Russian standards, shopping and entertainment center under the ambitious name "Alimpic" began. At the moment when the first phase of the complex was 25% ready, there was talk in the city that the construction was illegal. It soon became clear that this was indeed the case. The company "We are building a house", founded by Mr. Pashayev, did not have any land use documents or a building permit. Logically, this contradicted the Town Planning Code of the Russian Federation, but did not in the least affect any of the controlling structures of Astrakhan. "Alimpic" was built at an accelerated pace, which could be the envy of any Komsomol construction site from the time of developed socialism. The complex grew in breadth and height, and land surveying work was never carried out. The site was not put on the state cadastral register, there was no land lease agreement, not to mention the fact that no one was going to pay taxes for the use of the land. Could Governor Zhilkin not know that the construction was illegal? Hardly. The prosecutor's office also knew about this, which received the corresponding appeal in January 2007. And, nevertheless, this building, being built by God knows what building codes and safety standards, the governor personally includes in the list of five objects to be shown to the Minister of Economic Development and Trade of Russia German Gref, who is also the chairman of the committee for preparations for the 450th anniversary Astrakhan (the city will celebrate its anniversary in 2008). Rumor has it that for a meeting with Gref in April 2007. Mr. Pashaev flew to Astrakhan for one day from abroad.

No one was particularly in a hurry with the legal execution of documents for the TRK. And after a month and a half, the same department of the Federal Registration Service for the Astrakhan Region issued a second certificate for 173138 30 AA instead of the previously issued one, but now for the object with a percentage of readiness of 25%! Not a single regulatory agency in the region asked the question: how the above certificate was issued without documents confirming the rights to the land plot (lease agreement), and without a building permit. That is, in violation of Part 4 of Article 25 of the Federal Law "On State Registration of Rights to Real Estate and Transactions with It." It looks like the governor's gratitude worked here too.

We are not afraid of Vova Putin

The permissiveness of Mr. Pashayev is confirmed in one more episode with "Alimpic". A few days before the arrival in Astrakhan of President V.V. Putin, when all the power structures of the city were transferred to a reinforced version of service, a militant happened at the construction site. Not giving a damn about the fact that Putin's cortege was supposed to go exactly past the shopping center under construction and the FSO officers regularly rode along this route, accompanied by local security officials, the guards from the private security company "Jaguar", guarding "Alimpic", began a real seizure of the territory of the neighboring construction site. With the help of special equipment, the workers threw multi-ton concrete structures onto someone else's territory, picked up the fence separating the construction sites with a tower crane, and the guards broke into the neighboring construction site. The police called to the scene silently watched how the Jaguar fighters "blizzard" the few defenders of the adjacent area. Some time later, after the arrival at the battle site of the head of the public security police of the regional Department of Internal Affairs, Colonel B.O. Lidzhi-Goryaeva, the police officers completely retreated. Lawlessness, therefore, the authorities were not going to stop even under the fear of Putin.

However, Zhilkin did not dare to show the illegal construction to the President of Russia, passing him off, as during Gref's visit for the anniversary object. As he did not dare to designate his authoritative adviser to the head of state. Rumor has it that Pashayev, during Putin's visit to Astrakhan, departed on behalf of his powerful boss far from the borders of his vast homeland.

If the president's visit did not in the least frighten the lawless "Alimpica", then the prosecutor's office, apparently, decided to play it safe. Therefore, on the eve of her presentation, the scandalous construction was suspended by the decision of the district court.

Take a little of the Volga - mother river

Less than a month later, "We are building a house" LLC was noticed in another scandal. A metal fence grew on the Volga embankment in a matter of days. In the "conclusion" was a significant part of the coastal park and a good hundred meters of the embankment itself - the fence adjoined close to the fence. According to reliable sources, Mr. Pashayev decided to build a hotel here. Apparently things didn't go well in Baden-Baden.

And again, the building is being built without a project that has passed the state examination and without a properly issued building permit. The regional service of construction and housing supervision does not seem to notice the next illegal construction site. So far, the prosecutor's office has not responded to appeals. In the meantime, it is obvious that the new construction will ruin not only the pedestrian zone of the park, but also dozens of green spaces, the cutting of which is impossible without the consent of the deputies of the City Duma. But if Mr. Pashayev has the governor himself in debt, will he worry about some deputies there?

It is obvious that, violating the law with particular cynicism, the governor's adviser Pashayev is acting not just under the guise of his boss, and, concurrently, a grateful debtor Zhilkin. Neither the prosecutor's office nor the regulatory authorities would allow any of the mortals to do even a tenth of what the former deputy of the regional duma is doing. It’s just that the respected security officials have not yet received the “face” commands. Apparently this remained the only, but very big trump card in the sleeve of Governor Zhilkin. And in this situation, the friendship between an official and a businessman promises to be, if not long, then very fruitful. In any case, it will remain at least until the December elections. After all, Zhilkin is the "locomotive" of the regional list of United Russia, and Pashayev is preparing to restore himself in the deputy chair of the regional Duma in the by-elections in his constituency. Considering that the candidate "against all" was denied participation in the elections, Pashayev can only compete with United Russia, whose name has not yet been decided by the local headquarters of "ER". And here comes the dilemma. By nominating a strong opponent against Pashayev, Zhilkin, as the leader of the list of the party in power, can offend a hot Caucasian businessman, and by supporting a deliberately weak candidate, he will surely provoke the righteous wrath of the federal party leadership.

An alarm signal was sent to the Southern Territorial Organization of the Russian Trade Union of Seafarers (UTO SUR) from the dry cargo ship Alikber Pashayev. The sailors reported that they had not been paid their salaries for several months. Technical labor inspector Igor Kholyavka visited the ship to find out what the true situation is on board and how the labor rights of the crew are protected.

"Alikber Pashayev" stood up for loading at the fourth berth of the Novorossiysk Commercial Sea Port. Employment contracts for seafarers contradict both the requirements of the collective agreement of the SUR, in force on the ship, and the labor legislation of the Russian Federation, and the Merchant Shipping Code, he pointed out. - The contracts do not specify the size of the salary, it is paid with a two-three-month delay, and there is no record of working time at all. With a crew of nine and long-distance crossings (the last one was made from Tripoli), this can only mean one thing: people work hard, but they don’t get overtime.

In effect, the ship is in austerity mode. Of course, sailors do not go hungry, and their work clothes, although old, are of good quality. But they are fed only seven dollars a day. And this is enough back to back. Cook Galina Mikhailenko is forced to go to all sorts of tricks to feed the team to the full.

It got to the point that every time I have to choose between a normal piece of meat for soup and more or less decent dishwashing detergent. As a result, I work without gloves and use cleaning products of dubious origin, - says Galina Alexandrovna. - And for the last time, during the road anchorage in the port of Feodosia, the ship ran out of fresh water. The captain insisted that I wash the dishes outboard. Since then, my hands have become covered with eczema, and I still cannot recover.

Moreover, as it turned out, the austerity regime affected not only the crew, but also the technical condition of the vessel. Employees of the Novorossiysk "port state control", who carried out their inspection in parallel with the trade union, also found serious violations. For example, the batteries of emergency equipment were expired on the ship. It is immediately clear: Interregional Transport Corporation operates according to a proven scheme of substandard shipping. The ship-owning company will not spend money on eliminating the violation until something breaks or until the authorities in the next port point a finger at the problem. Naturally, with this approach, the vessel is a potential threat to the safety of navigation. It rests only on the word of honor and conscientiousness of its team.

There have been complaints about months-long delays in wages and disgusting supplies from ships owned by the Interregional Transport Corporation. Six steamships operated by the company have already received the status of problematic: they are constantly in the field of view of the Russian Trade Union of Sailors. From the same "Alikber Pashayev" SOS signal was already received in August 2011. Then the SUR also came to the aid of the sailors. As a result, the employer paid off the debts, paying the seven members of the crew a four-month debt of fifty thousand dollars. But even after that, each crew change received its hard-earned money with a fight.

A month ago, when I first joined the ship, my predecessor and five other crew members were forced to stay on board for another five days after being decommissioned, - says First Officer Sergey Volnov. “They were waiting to be paid their wage arrears for several months. And they would have left - everything, goodbye, money. But people have their own plans and deadlines, they are waiting for things at home. They did their job honestly. The trade union inspection revealed that even now little has changed: the Interregional Transport Corporation owes cook Galina Mikhailenko and sailor Alexei Shorin a salary of one hundred and seventy thousand rubles. Under the threat of arrest of the vessel, the representative of the Interregional Transport Corporation was forced to surrender and bring cash directly on board. Representatives of the UTO SUR did not leave the ship until the sailor and the cook were paid to the last penny. “Alikber Pashayev is exactly the case for which the SUR Technical Labor Inspectorate exists,” says Igor Kholyavka. - There is a collective agreement on the ship, but the employer is in no hurry to fulfill his obligations. This year, the President of the Russian Federation signed the federal law "On Amendments to Article 29 of the Civil Procedure Code of the Russian Federation." Now members of the crew of a Russian sea vessel can apply to the court with a claim for the payment of wages at the place of its location or at the port of registry. And to secure this claim, demand the arrest of the vessel. This was a victory for the SUR, which had been pushing for the adoption of this amendment for ten years.

Pashayev's business continues to function in Astrakhan, and the owner himself occasionally comes to manage it. But such visits are quite rare.

It is quite expected that Leonid Ogul will be number five on the party list. This party member has proven himself in the past primaries, has been confidently managing Putin's reception in Astrakhan for a long time and is the head of the local branch of the ONF.

But Valery Prozorovsky (the current deputy of the State Duma of the Russian Federation from Astrakhan), it seems, will not get into the party list at all. Although he finished fifth in the primaries.

Nevertheless, the logic remains incomprehensible, why did Alikber Aleskerovich himself need to take part in the elections in an obviously impassable place? Astrakhan United Russia will not take three mandates, even theoretically. What does A. Pashayev hope to get in exchange for his participation in the elections?

The answer to this question is still difficult to imagine. The first thing we can assume is that Mr. Bozhenov, who was elected to the State Duma of the Russian Federation, plans to move up a notch, to the Federation Council. And then the vacant seat will go to Alikber Pashayev as payment for his participation in the elections.

Or the second option is possible, which we could observe in 2004, when A. Pashayev acted in alliance with S. Bozhenov, providing him with support, including financial support. And within a year after Bozhenov’s victory in the mayoral elections, Alikber Aleskerovich became the owner of a number of interesting objects of city property: the Astrakhanskaya, Novo-Moskvovskaya hotels, a large land plot on Baku / Akhsharumova / Boevaya, a plot of Komsomolskaya embankment, etc. Naturally, in this case, if he does not get into the State Duma of the Russian Federation, Herr Pashayev will find ways to get dividends from his assistance to United Russia.
